Gambling is pretty much illegal in Japan. I would guess this is pachinko. You win little silver balls. Then you can change those silver balls in for prizes. Some of which are little tokens sitting in special boxes. Then if you were so inclined you can go next door/down the street and sell that token for cash in another store. Normally owned by the same guy, but hey...no cash prizes in the pachinko parlour!
